In response to the latest developments on the GMO issue, ORAMA first wishes to express astonishment at the decree suspending the marketing and use of MON 810 maize until February 9, 2008. There is absolutely no justification for this decision on a “genetic trait” which has been shown to be harmless and has been recognised as such for a long time, which is approved for use in many countries and has just been put back on the market in Germany after sales were suspended. The farming world had already faced up to its responsibilities by making a clear request for producers to postpone their decision on buying this type of seed.
ORAMA has noted that draft legislation on GMOs has been forwarded to the Conseil d’Etat and that it will soon be submitted to Cabinet for ministerial assessment, the goal then being to have it presented to Parliament between January 8 and February 8 next year. This schedule must be followed so that producers can use and gain from the advantages of GM technology in 2008.
On the matter of substance, ORAMA disapproves the measures in the draft legislation on liability and on the register of plots; ORAMA will pay special attention to the conditions applying to the production of GMOs for commercial purposes.
ORAMA also notes that a new authority is being set up for GMOs, and that it will take over from the current authorities. The exact field of jurisdiction to be covered by the new authority will have to be set down clearly, specifying under what conditions cases can be referred to it and what rules apply to its operation. This is essential to make sure it is not used for the wrong purposes and that the statements it issues are backed by arguments and scientifically sound.
