The French Minister of Agriculture is travelling to the United States to learn about the American dairy policy. ORAMA would strongly urge him to extend the scope of his investigation to include the American policy on income regulation as applied to field crops faced with market and weather contingencies.
This would be an opportunity for the Minister to observe the divide that will emerge between US policy and the policy of deregulation which, by 2010, will see decisions in Europe, and specifically France, affecting field crops under the terms of the CAP Health Check and placing Europe at a disadvantage.
The Minister could also gain a better view of the damage which the Health Check is likely to cause for farms in the sector, with many of them up against serious problems, even in 2009, before it is implemented.
This may make the Minister more responsive to the anger felt by French grain and oil & protein seed producers who are also being held back in the competitive race because they cannot have access to technical advances.
