Professional Organisation


FNPSMS is the professional inter-branch structure for seed maize, covering seed-growers who are members of AGPM MAÏS SEMENCE, the specialised seed section of AGPM, and the seed companies that are members of SEPROMA. They jointly manage seed production in France and help expand and extend both domestic and export markets.
FNPSMS is thus the meeting point and forum for discussion, consultation and action for both member groups.


 FNPSMS Tasks & Duties


FNPSMS has a role to play as a trade union and as representative of the profession in dealings with national and European authorities.  The objective of FNPSMS is to organise and develop seed maize and seed sorghum production in France, covering economic and technical issues, regulations, and the promotion of the sector within the European Union and even in certain third countries.
 
These objectives can be set as 6 lines of action:
 
* organising seed maize production between the different seed growers and seed companies within an interbranch framework covering the terms and contracts for production and the economic conditions applying.
* conducting all the technical and administrative procedures for the official inspection & certification department of the Ministry of Agriculture (SOC -Service Officiel de Contrôle et de Certification);  this is required for the official certification of seed produced in France.
* developing economic initiatives and technical research to improve the competitiveness of the sector and increase market shares in both the European Union and third countries.
* contributing to the defense of the plant maize and representing the interests of the corn producers at the sides of the A.G.P.M.
* implementing quality and promotion approaches highlighting the characteristics of maize produced by the FNPSMS network.
* playing an active role in developing alliances and partnerships with the different countries in the 25-member European Union to boost the position of grain and silage maize and therefore improve the seed maize market.

 Seed Maize: the Interbranch Structure


 Seed maize growers are members of AGPM MAÏS SEMENCE.



This specialised section of AGPM defends the professional interests of members and works through FNPSMS providing information, training and promotion of French seed maize production, in France and across Europe.
 
Tasks & Duties:
* to implement a trade union strategy covering the needs of seed growers and in line with the local unions that these seed growers belong to (22 unions in all).
* to keep margins up with the level of seed maize production, while also aiming at better competitive performance for the seed maize sector.
* to have forward planning for the new markets opening up with technological developments
* to improve working methods and relations between maize seed growers and AGPM MAÏS SEMENCE
* to play an active role in FNPSMS work and discussions.

 Seed companies are members of SEPROMA



Seproma membership is comprised of 33 seed companies and nearly all are actively involved in production.  Seproma, the organisation which defends the professional interests of its members, also plays a role promoting French seed maize, both in France and across Europe, working in close cooperation with the grain and silage maize sector and the seed maize-growing sector.
Seproma duties are the following:
- to support the development of the professional activity of seed producer, operating in all three sectors:  breeding maize varieties, growing seed maize and marketing the seed.
- to represent the interests of the seed maize industry in negotiations with official authorities.
- to provide information and advice to members, and specifically on regulations.
- to distribute information on genetic advances, providing it to the sales network and the animal farming sector.
